Well, there is a simple answer: You can choose upgrading an old Windows build in most circumstances with a feature update. This is because a feature update is always a fresh install of Windows 10, and in a later stage, the apps, settings and user data are migrated to the new install.
Dirty support trick: Windows 10 version updates don't upgrade the OS, they actually replace it and migrate your apps and settings.

The tweet from SwiftOnSecurity brings that on to the right point. Only in cases, where something has been damaged within the Registry, that isn't fixes, a fresh install has advantages. And there is a 2nd case: If a user has installed many programs and apps, there will be a lot of garbage on a system. A fresh install removes all that stuff from your Windows installation.
