[German]Microsoft released the cumulative update KB5013943 for Windows 11 (build 22000.675) on May 10, 2022. In the meantime, there are increasing reports of users who subsequently receive error 0xc0000135. This can occur with various applications, PowerShell, Event Viewer, services, etc. It is probably crystallizing into a problem with the .NET framework. Here is a brief overview of what I have found out so far.
Windows 11 Update KB5013943
Cumulative Update KB5013943 raises the OS build on Windows 11 to 22000.675 (see alsoPatchday: Windows 11/Server 2022-Updates (May 10, 2022)). According to Microsoft, the update is intended to fix a known issue that can cause the screen to flicker when you boot a device in Safe Mode. This problem was caused by preview update KB5012643 for Windows 11 – I had addressed this in the blog post Windows 11: Preview update KB5012643 causes display issues in safe mode. There Microsoft rolled the whole thing back via Known Issues Rollback (KIR). So now a new attempt takes place.
Microsoft also writes that components that rely on explorer.exe, such as File Explorer, the Start menu and the taskbar, can also be affected by a problem and appear unstable. This is also supposed to be fixed by the cumulative update KB5013943.
Update causes App error 0xc0000135
Meanwhile, I have several reports that after installing the update KB5013943, various applications quit with the error code 0xc0000135. The first report I encountered is here, and reads.
For the first time, a Windows update totally destroyed my productivity. I had no issues with .exe files but now I do. I removed the Windows update but when I restarted my PC, it was back.
The error I receive is: 0xc0000135, which means there is no .NET Framework installed on PC but it's not true.
In the Microsoft Answers forum there are also several threads like here and here. In the latter link, a user writes the following about May 10, 2022:
So I just updated my laptop to the newest version of windows 11 and I am getting a lot of application errors and auto startup errors for apps. Is there a way to fix this? Error 0xc0000135
By now it is clear that it can hit various applications. The comment here on the blog confirms this, with the error occurring on a "brand new" Windows 11 machine. According to the comment, many services, even rudimentary system programs like the event viewer, cannot be opened and report this error.
What does the error 0xc0000135 mean?
The error code 0xc0000135 is an application error and simply stands for STATUS_DLL_NOT_FOUND. The application in question fails at startup because a required DLL library file is probably not found. This can affect, besides applications, also services from Windows or peripheral devices. Ultimately, it is no longer possible to work with the system.
Based on the current error image and the above error description, it seems that an assembly from the .NET framework is not found. This reminds me of the problems with .NET applications with the Preview Update KB5012643 from the end of April 2022, see Windows 11: Preview Update KB5012643 causes issues with .NET Framework 3.5 applications. There only uninstalling the update remained as a solution.
Attempt to fix this application error
At this point, there are two approaches to fix this application error on Windows 11. One can try to see if repairing the .NET framework as well as the Windows Communication Foundation (WCF), if applicable, will do anything. If this does not help, uninstall the update.
Fix #1: Repair .NET Framework 3.5
The first approach to possibly fix the error is to repair the .NET Framework 3.. There are two approaches to do this – one via Control Panel, one via Command Prompt (see). Administrators can invoke a command prompt via Run as administrator and then run the following commands:
dism /online /enable-feature /featurename:netfx3 /all
dism /online /enable-feature /featurename:WCF-HTTP-Activation
dism /online /enable-feature /featurename:WCF-NonHTTP-Activation
These instructions should reinstall the .NET framework and, if applicable, the Windows Communication Foundation (WCF). The WCF only needs to be activated if it was in use.
Alternatively, it is possible to search for Features in the Start menu search box and select the hit Turn Windows features on or off the old Control Panel.
There you have to activate the option for the .Net Framework 3.5 (and if used also WCF) again and restart the system. Maybe this will help.
Fix #2: Uninstall update
In the article about the preview update , Microsoft suggests mitigating this problem by uninstalling the update. To do this, follow the steps below:
- Go to Windows Update Settings page using the Start button.
- In the Windows Update settings window, select the option Show update history and then the option Uninstall update.
- Then find the entry for the update in the list, select it and click the Uninstall button.
After uninstalling, you can test whether the problem has been solved. If not, restart Windows 11 if necessary.

None of those worked for me. I had to reset my windows 11 PC. Very frustrating. It broke Powershell, most of my RSAT tools and teams.
Are you able to uninstall this update? And uninstall also the April 2022 preview update (has the same bug).
I tried, it shows that it uninstalled, I reboot and the update still shows installed but then I am no longer able to install and reinstall it. I just rebuilt my machine. I had the April update on my machine without any issues.
fwiw, I experience this bug on build 22000.675 (May 2022 update) but not build 22000.652 (April preview)

This one did the trick for me, now everything is working fine. Ran it in an elevated Windows Terminal with PS enabled and afterwards rebooted the machine. Thanks for the tip!
Hello. I had a problem with my laptop after this update. Nord vpn, Avast antitrack and HP assistant did not work. I opened the control panel-programs-windows functions and marked frame work 3.5 and frame work 4.8. After that, the computer performed the action determination. After that I downloaded KB5013943. Now the computer works without any problems.

hatte auch nach dem Update, durchgeführt am 13.05.2022 diese Fehlermeldung.
Habe euren Bericht dazu gelesen und dann den Rat mit der Einstellung in "turn windows features on or off" ausprobiert.
I WIndows Einstellung gesucht, angeklickt, den Weisungen gefolgt und neu runtergeladen.
Danach Neustart durchgeführt und Fehlermeldung ist weg. Mehrmals nochmals gestartet, aber nicht mehr aufgetreten. Scheint damit bereinigt zu sein. Wenn man auf C geht und unter Windows Microsoft.NET die Framework anschaut, sieht man, das sich auch die erste Version ein Änderungsdatum hat. Also hat dieses Update auch die erste Version benutzt bzw. vermutlich geändert.
Aber OK, jetzt gehts wieder ohne Fehlermeldung.
I noticed after the Windows 11 May update, I lost functionality of Dell Support Assistant, Dell Update, and also the Spectrum "security suite."
I ran command prompt in admin mode:
dism /online /enable-feature /featurename:netfx3 /all
Rebooted and all was well. Thank you so much. There was a bios update waiting from Dell.
KB5013943- Caused a Powershell.exe Sytstem Error — The code execution cannot proceed because mscoree.dll was not found. Reinstalling the program may fix the problem. It was installed on 4/27/2022. (successfully it says, I don't think so)
Well, when I tried to reload the program it told me that it couldn't load it to Windows 11. even thought the KB file claims to be Windows 11 for x64, which my system is.
I have tried every trick I know and non of them correct the problem.
Mean while I can't use my VPN and several other functions.
Hope they find a fix soon.

Then restated the computer 3 times and let it completely load.
On the third Startup I reactived my McAfee VPN and walked through

Fix #1 worked fine for me. I added .NET 3 from the "windows features" app, and then it all seems to work. Will reboot now (holding breath)

None of this worked for me, really annoying, luckily the applications "I really need" do work but the Forge app for minecraft apperently needs .Net framework and powershell and terminal also do not work
