Windows 10/Server 2019: Update KB5039217 causes English context menus on non English systems

Windows[German]Security update KB5039217 released by Microsoft for Windows Server 2019 (and Windows 10 1809) on June 11, 2024 is causing issues. On non English systems some context menus are in English – the localization has been broken. That's a odd situation, especially for end users on terminal server environment, if context menu entries von applications are suddenly in English. 

Windows June 2024 Update KB5039217

I have discussed the June 2024 security updates for the various Windows clients and also for Windows Server in various blog posts (see list of links at the end of the article). I had pointed out possible issues with Microsoft OLE DB Driver for SQL Server 19.2.0.0 in the article Microsoft Security Update Summary (June 11, 2024). But there is more for non English users on Update KB5039217.

Windows Server 2019 partially in Englisch

Well, it seems that Microsoft's folks are testing their patches only on English Windows installs. So it's common, that all items (menus and context menus) are shown in English. But in a German, French, Spanish Windows, things become a bit odd, if  GUI items are no more located and will be shown in English.

German blog reader Heiko has reported in this comment that after installing update KB5039217 on a Windows Server 2019 (German) parts of the operating system are "suddenly" shown in English (e.g. context menu [right mouse button] in notepad.exe).

That's silly, because Heiko's environment uses Windows 2019 terminal servers and his end users complain about the English context menu. I addressed the topic in the blog post Windows June 2024 updates: LSass bug fixed; AuthLite on domain controllers broken and more.

During writing the German edition of this article, I checked again – the bug also affects Windows 10 2019 LTSC German edition, which I use. As soon as the cumulative update KB5039217 is installed, the English-language menu also appears there.

Apps also affected

German blog reader Michael P. contacted me by email on June 20, 2024 (but was on vacation for a few days, so the addendum is only now) and wrote that he was also affected by the above problem. His environment uses Windows Server 2019, which received the June 2024 updates in the middle of the month.

In addition, the company uses a Microsoft Windows Terminal Server environment because of application requirements (German tax software DATEV). Otherwise the error would probably not have been noticed at all. Michael writes that the context menu is in English in certain cases – not all – on the Windows server. The Windows Editor notepad.exe context menu and certain entries in the Control Panel are no more in German, instead it's shown in English. Also the context menu of his DATEV app is also in English.

I read other posts in German forums, that also Microsoft Word 2016 context menus are affected on German Windows Server 2019 terminal server. Has somebody else seen such behavior?

    I've seen this behaviour on our Terminal Server. I use the Dutch language but indeed notepad is sometimes in English.
