This update fails to install with the error 0x8000ffff.
When are you going to release an update that actually installs?
Or where can we get advice on how to address the problem?

The feedback hub is next to useless for addressing these update issues.

The 2020-02 Cumulative update also fails.

Error 0x8000ffff stands for E_UNEXPECTED, unfortunately it's a generic error. You may view the CBS.log.
