[German]Administrators of Windows 10 version 1607 clients and Windows Server 1607 systems are complaining that installation of the Feb. 9, 2021 security update is stuck at 24%. Microsoft has withdrawn an update and has now released a revised servicing stack update KB5001078 as a solution.
Windows 10/Server 1607: Update hangs at 24 %
German blog reader Alexander Fritz described the problem with Windows 10 or Windows Server 1607 promptly in this comment here on the German blog.
On some Windows Server 2016 running VMware, KB4601318 seems to hang at 24%. After several reboots and attempts, I came across more fellow sufferers while researching (https://www.bleepingcomputer.com/forums/t/743694/windows-2016-server-kb4601318/).
Susan Bradley also addressed problems with update installation on Windows Server 1607 in this short post on askwoody.com. She suspected KB4601318 as well as KB4535680 as the cause of the hang at 24%.
Update pulled, SSU KB5001078 released as fix
Shortly after the release, the KB article KB4601318 contained a note that there was a known issue, which caused the installation of further updates to hang at 24%. Microsoft then blocked the update. To fix the installation issue, the Servicing Stack Update (SSU) KB5001078 has been released. This Servicing stack update for Windows 10, version 1607: February 12, 2021 is available for the following products:
- Windows 10 version 1607 for 32-bit systems
- Windows 10 version 1607 for x64-based systems
- Windows Server 2016
- Windows Server 2016 (Server Core installation)
Update KB5001078 is rolled out via Windows Update, but is also available via WSUS or is available for download from the Microsoft Update Catalog. The SSU must be installed before installing the February 2021 security updates. Then the security updates should run through during the installation. Addendum: Also SSU KB4601290 has been pulled, see links below.

Same problem. Didn't realise it was caused by a Windows Update until i started looking at differences between 2016 servers, then I saw KB4601392 installed. And you can't un-install it.
Is this "Windows 10 1607" where people are seeing the problem in fact "Windows 10 Enterprise 2016 LTSB"? I can see no other way they would be able to still get updates…
Thanks a lot, this article helped me to get further with my problem! Sharing is one of the most important gift we have.
